   Neither Ryan, President Fowler, or General Secretary Narmonov know anything about stolen nuclear material until after the bomb goes off. Ryan and President Fowler discover that there is missing nuclear material at the beginning of the film, and struggle to find it before a potential attack.
   There is never any discussion of the USSR's nuclear weapons until after the explosion. The President is in constant discussion about Russia's nuclear weapons and political stability until after the explosion.
   None of the terrorists have any doubt about the justification for their plan. One of the terrorist ringleaders expresses doubts about the plan; he is strangled.
   This doesn't happen. President Nemerov gasses Chechnya, making many in the President's cabinet believe he is a hardliner.
   East German terrorists disguised as Russian soldiers storm Berlin in an attempt to make it seem as if the USSR was declaring war on NATO. Note: even after Germany's reunification, Russian soldiers stayed in Berlin until 1994. A corrupt Russian air force officer lies to his pilots that the US has declared war on Russia, and orders his jets to scramble to attack the US.
