   Ryan is very wealthy, having made money years ago as a stockbroker before beginning a career in history and government. Ryan is middle class.

   President Fowler believes war has begun after terrorists posing as Soviet soldiers invade western Berlin. President Fowler believes war has begun after a corrupt Russian sea captain attacks a US naval aircraft carrier.
   Elizabeth Elliot--Fowler's National Security Advisor--had met Ryan shortly before taking office. The two had a brief argument and begin the novel already disliking each other. Fowler's National Security Advisor has no particular grudge against Ryan.
