   The President and his advisors (except Ryan) believe that Normanov has lost control of the Soviet military. This belief is proven false. Only Ryan and Cabot believe the possibility that Nemerov has lost control of the Russian military--the President and his advisors believe that Nemerov is in full control of the military. This is shown to be partially true, as several corrupt Russian soldiers prepare to strike the United States.
   President Fowler is relatively new to the office; the previous book having ended with his swearing in. President Fowler is in the middle of his re-election campaign.
   Ryan and Cathy do not meet SPINNAKER. SPINNAKER meets Ryan and Cathy at the end of the film.
   Ryan is afraid of flying, although he reluctantly does so for business. Ryan does not appear to have any fear of flying, and he pilots a helicopter in the end.
   Ryan is an outsider to the President's security team because he is not a political appointee and because much of the President's cabinet dislike him. Ryan is an outsider to the President's security team because he is too junior to even be on their radar.
