Hardin never kills anyone. Hari Seldon never appears on Terminus except as a projection inside the vault. The conversation is one way from Seldon to the people watching his projection.

Hardin kills Phara after she tries to destroy the vault. The vault opens up and Hari Seldon steps out to have a conversation with the people assembled nearby.
