   Finnick is mentally disoriented for a long time in the book, and is on rehab to get recovered. He's ok from the beggining.
   In the book, it says "Katniss-'Well, you won't just lock him in a padded room and leave him to suffer, will you? You'll try to help him.' Plutarch-'Of course. We will do everything in our power to cure him.'" This is after they discover that he has been hijacked.(peeta) In the movie... At the end Katniss goes wandering during Coin's speech and sees Peeta. Locked in a padded room. Strapped to the table screaming. Left to suffer.
