   The Grand Councilwoman visits Dr. Jumba in prison after being told by agent Pleakley that gassing the planet Earth is not an option due to it being used to restore the “endangered mosquito population”. She authorizes Dr. Jumba to use a plasma cannon to stun/capture 626; he will get his freedom for capturing 626. Dr. Jumba is on the ship 626 escaped from when the Grand Counsilwoman assigns him to capture 626. The Grand Counsilwoman denies a trigger happy gunner permission to gas Earth after Agent Pleakley tells her of the Mosquito re-population efforts.
   Agent Pleakley is very opposed to using Dr. Jumba to re-capture 626 and makes various suggestions for other more acceptable agents. Agent Pleakley is terrified when the Grand Counsilwoman assigns him to watch over Dr. Jumba; this is amusing to Dr. Jumba. Agent Pleakley is dressed in shoulder boards and a buttoned down shirt. Agent Pleakley is excited to go to Earth to capture 626 even though he is told it will likely result in his death. Dr. Jumba insists he does not need a babysitter. Agent Pleakley is dressed as a cowboy.
   After Lilo feeds Pudge the fish its sandwich, she rushes to dance practice. On the way she photographs a fat sunburned white tourist whose ice cream falls to the sand as the camera flashes. After Lilo feeds Pudge its sandwich, she relaxes in a resort hot tub that is reserved for guests, steals a fishing lure and sets some chickens free from their cage.
   The fat sunburned white tourist is a reoccurring character who keeps losing his ice cream due to various circumstances. The man is a local Hawaiian who is losing his snow cone.
   Lilo’s wet bathing suit makes a puddle on the floor causing the some of the other hula dancers to fall. Lilo explains that she had to get peanut butter for the sandwich instead of feeding Pudge tuna fish. She gets into an argument with another girl, tackles her, bites her and punches her in the face. Lilo is mocked by the other girls for her hand sewn cloth doll. Nani does not have a truck. Lilo is late for her hula dancing performance. She is mocked by the other girls for wearing “trash” (the fishing lure) around her wrist instead of a friendship bracelet like the other girls her age. Lilo is distracted by the absence of her sister (Nani’s truck failed to start) and bumps into the other girls while dancing and falls down. She then looses her temper and violently pushes another girl off of the stage.
